Capital Complex prepared for Municipal and PR polls
ITANAGAR, May 12: Municipal Election authorities of capital complex in a meeting here today urged the contesting candidates and their agents to extend full cooperation for free, fair and smooth conduct of the ensuing elections.
Briefing them about election code of conduct, SC Debnath urged them to help administration create an atmosphere that is conducive for free and fair election. He assured full support and security from civil administration for successful conduct of the election.
The Municipal Returning Officers of both Itanagar and Naharlagun advised them to strictly adhere to election guidelines.
SDPO T Gussar highlighting the law and order scenario said that elaborate security arrangements have already been made for the ensuing panchayat and municipal elections. He informed that some traffic restrictions are also being proposed during poll periods.
AMROs Jiken Bomjen informed that sector magistrates have been deployed in all the 30 Wards.

Maoists attack Doordarshan centre in Bastar, 3 cops killed
Raipur, May 12: In the first attack by them on a national media centre in Bastar, and probably anywhere in the country, Maoists attacked a Doordarshan Kendra late Saturday night, killing three cops and leaving one policeman of the Chhattisgarh Armed Force injured.
The attack came three months after CPI (Maoist) cadres killed a journalist in Sukma. They had apologised following the murder of Nemichand Jain, and said their top leaders were probing the case and would punish the junior cadres found responsible for it.
The attack on the DD Kendra happened around 2 am, when a group of Maoists entered the relay centre in Telimarenga, nearly 10 km from district headquarters in Jagdalpur in Bastar district, and opened fire. While policeman Majhar Khan was guarding the gate, others were sleeping in their room.
The deceased, all belonging to Chhattisgarh, included Silbani Ekka, Alexander Lakda and Basudev Sahu. Khan, who was injured in the attack, has been referred to a Raipur hospital. Bastar IG Himanshu Gupta said that security of the relay centre has been enhanced.
Apart from being a rare attack on a media organisation, this was also the first instance in the last several months of Maoists managing to launch an attack in a city area in the state. The attacks have seen a spurt since Chief Minister Raman Singh began his Vikas Yatra through the state last week, with Maoists regularly targeting policemen.
In another attack in the state, Maoists killed policeman Samay Lal Kanwar in the Temelwada region of Sukma district on Sunday.
East Kameng all set for PR elections
SEPPA, May 12: East Kameng Deputy Commissioner cum District Election Officer Tope Bam said that handling situation with decency and tactfully by applying presence of mind hold keys to peaceful conduct of the election. Bam was briefing the special executive magistrates, ROs and AROs in a security meeting for peaceful conduct of the coming PR Election at his office chamber here yesterday.
While giving tips on how to defuse tension, Bam suggested them to maintain complete diplomacy and convincing power using all past experiences.
He informed that 12 special executive magistrates have been appointed by government in addition to the ROs and AROs to maintain law and order situation in East Kameng during the forthcoming PR election. He directed them to enforce model code of conduct and also the prohibitory orders relating to the PR election. He cautioned that no voter should be allowed for movement in a vehicle belonging to any political party or candidate during the voting day.

Press fraternity reminds CM of his assurance to solve Rina case
Documentary titled “Justice Delayed is Justice Denied” released
ITANAGAR, May 12: In its continued efforts to seek justice for senior journalist Tongam Rina who was shot at outside her office on July 15, 2012, the members of Arunachal Press Club (APC) and Arunachal Pradesh Union of Working Journalists today assembled at Arunachal Press Club and expressed dismay over slow progress of investigation. Even though SP Capital Surender Kumar recently assured to solve the case within next two months, press fraternity is apprehensive.
A documentary titled “Justice Delayed is Justice Denied” capturing the entire sequence of events about Tongam Rina case right from the day she was attacked to till date was released today at Arunachal Press Club premises. Noted political analyst and associate professor of RGU Dr Nani Bath, prominent advocate and president, Arunachal Bar Association Pritam Taffo did the honour of releasing the documentary in presence of crowded press people.
While addressing the press persons Dr Bath said, “It’s unfortunate that state machinery is yet to make any breakthrough though 301 days have passed. If such trend continues, the future of state looks dark.” However, he hoped that the police department will able to give justice to Tongam and press fraternity at the earliest.
Appreciating the members of APC and APUWJ for rigorously pursuing Tongam Rina case, he said “Despite difficult situation, the Press in the state has done decent job. Also this documentary capturing all the events related to Tongam case is a good initiative. This will act as ‘documentary proof’,” continued Dr Bath.
In his address advocate Pritam Taffo said it is very sad that Arunachal government has failed to solve the case till date. Recalling his own experience of participating in various rallies held in capital in recent past seeking justice for Tongam Rina, he said everyone wants justice for her and govt should expedite investigation to solve the case at the earliest.
Earlier, Arunachal Press Club president Taba Ajum while briefing about documentary said, “This documentary captures everything. It includes video statement of SP Hibu Tamang, SP Surender Kumar, various protest rallies held in capital and numerous other incident related to Tongam Rina case. This will remain as archive and will be useful in our fight for Tongam case. This is our documentary proof.”
Further he added, “SP Capital recently assured us to solve the case within next two months. We have been disappointed many a times in the past but still we have no choice but to hope. I also take this opportunity to remind Chief Minister Nabam Tuki that he had assured the Press people to solve the case at the earliest. 301 days have passed and no breakthrough yet. What happened to his assurance?” Ajum also added that until the justice is delivered press fraternity will continue to fight. “Every Arunachalee is emotionally attached to Rina case. They all want to know outcome of the case and am sure they will never let this case die. We are extremely thankful to them for supporting us and we expect they will continue to do so in the future too. Without the support of Arunachalee people we cannot fight for the justice of Tongam Rina,” said APC President Taba Ajum.
Senior Journalist Taro Chatung said this is difficult time for press fraternity of state. “When we had started journalism career we faced many difficulties but in due course of time we managed to come over all obstacles. Last two years has been very tough for all of us. However this phase too will pass off and am hopeful that in near future we will have free media working fearlessly in the state,” Chatung said.

1st NE India Mt. Everest Expedition team ready for final summit
ITANAGAR, May 12: The First North East Mount Everest Expedition Team is all set to start final summit attempt this week.
The team members, including the Everester Anshu Jamsenpa and Nima Lama representing Arunachal Pradesh, will try to climb the world’s highest peak (29035 ft) on either May 17 or 18. Most of the team members have touched Camp 3 (24000 ft) having done several hikes to Kala Pathar (18200 ft), Pumori (19100 ft) and Camp 2 (21000 ft) as a part of acclimatization training for the final summit attempt.

Most respectfully I would like to draw your attention that being in 21st Century, we need to be more updated in every field of progress. We have official website of Arunachal Government from which we can have various information. But there are some department websites, which have not been updated for many months.
For example our Arunachal Public Service Commission's website is not being updated since 2012. Technology has advanced a lot. But till date our government has not been able to avail the benefits. In other states students studying in different places can access their states' employment status, apply online and download the admit card also.
In our state, students studying outside are unable to have updates. They have to come down to Itanagar with huge expenses only just to apply for jobs. Again our postal service delay adds to the problem by delaying the delivery of candidate’s admit card.

Appeal to urban voters for municipal election
Dear Editor,
This is the historic time for those voters, who will be exercising their franchise in the first ever municipal election in Arunachal Pradesh on 16th May. By this letter I would like to appeal to all the voters of urban areas that you have been given opportunity by state govt. to bring some changes in urban areas of Arunachal Pradesh by choosing educated and capable leaders for your wards in municipal election 2013. I congratulate state govt. under leadership of Chief Minister Nabam Tuki for implementing urban local bodies by implementation of municipality.
It is well known that in our state due to lack of choosing good leaders at rural bodies, the Panchayat Raj system has been total failure in many parts of state. Many of the elected Panchayat leaders are dependent on local MLAs for the implementation of policies and programs, which are to be avail under ministry of Panchayat Raj, govt. of India.
I would like to appeal all the urban voters to elect leaders who are well educated and capable. The candidates should be viewed above party, blood relation, clan or tribe. Due to lack of strong local bodies at urban areas drainage, colony road, drinking water facilities, electric problem, Childrens Park and other modern amenities are not available in urban areas.
Urban areas in Arunachal Pradesh especially twin capital city of Itanagar and Naharalgun are in worst conditions. The twin city is suffering from illegal encroachment problem. Law and order situation is bad. These important issues need to be dealt strongly and a good municipal councilor can surely tackle it.

Dear Editor,
This is in response to reader’s forum letter titled 'seeking correction' by Tako Dugi and Digli Tamin. I want to inform the learned gentlemen that as they themselves have spelt out, the caption reads "They (Nyishi) were also locally known to each other as Kodang, Yano, Tagin.” Dr Joram Begi has in no way (fallaciously) made up his mind. I am a true Nyishi of Lower Subansiri, but I am a Tagin for a Yano (Nyishi of East Kameng area). The term Tagin is used by the Nyishis of East Kameng area to refer to the Nyishis speaking an accent spoken in and around Papum Pare and Lower Subansiri and vice versa. The caption by Dr Joram Begi read "locally known to each other.” It never mentioned the Tagin tribe of Upper Subansiri. This issue should have never vexed you if instead of delving in books and veterans you simply could comprehend the subtle meaning of the sentence by the learned Dr Joram Begi.
